Read-only anonymous browsing does not create a PHP session just to view a page. Necessary storage supports a service you request, such as signing in, submitting a protected form, remembering a login you selected or recording a privacy choice. The live registry states the purpose and duration.
If no consent-required technology is active, no banner is shown. If one is deliberately enabled, a compact footer control offers equally direct Accept optional and Reject optional actions plus Manage choices. Optional categories start off. Rejecting does not block browsing; changing or withdrawing a choice is always available from the footer.
Collection layout preferences use browser storage only after Preferences is allowed. Withdrawal removes the declared local/session keys. Administrator Web Push is separate: an authorised administrator must explicitly enable a device and grant the browser notification permission; it is not visitor tracking.
